This is one more tricky question, which no one seems have answer. Since, there is no much information available, you can cheat and come with following explanation:

First put 10 coconuts of each bags. Since it doesn’t say you cannot put bags inside bag, just place one of these bags inside another bag. So visibly you will have 9 bags but 100 coconuts inside.
